The main reason that the law was not successful was because the only people supporting the law were not in govt.
So all the candidates that were running for election this time fought against it and claimed it would cause problems driving, because there is no test like with alcolhol to determine whether or not they can arrest you.
the biggest problem was that neither the republicans nor the democrats supported the law, the only supporters were the people, but they will try again in 2yrs.
It was actually pretty close but I think it will be another 10 years before it seems realistic for it to pass.
It is so damn absurd.
But yeah, I have been skating so much mate, like until I cant walk anymore.
